This dictionary is one of the tangible fruits resulting from an agreement between the Office of the Chinese Language Council International (Hanban) and Kigali Institute of Education (KIE) that was signed on 23/3/2007 for the establishment of Confucius Institute at Kigali Institute of Education (CIKIE) and an implementation agreement on CIKIE signed between KIE and Chongqing Normal University, China on 30/1/2008. The major thrust of the agreements is the organization of Chinese language and culture, provision of reference materials and training of Chinese language teachers amongst many other things. At the outset, the implementing institutions of CIKIE, which is KIE and Chongqing Normal University, underlined the importance of Rwanda culture if Chinese language was to take a foothold in the country. This was informed by the fundamental principle of the confluence of cultures. Any person learning another foreign language or culture has an own identity that cannot be ignored for it grounds the foreign language and culture. It is this context that has also informed the writing of this dictionary.
This dictionary I dare say is an effort at responding to the CIKIE mandate. It is a first and the authors have fundamentally broken new grounds in an effort to actualize the principle that culture is a fundamental tool for development. Language learning that is not grounded in culture is slavish but by perusing through the dictionary, one gets the feeling of a daring and courageous effort at democratic enculturation. The authors who are academics from the partnering institutions have used their years of experience in teaching, knowledge and expertise in writing this dictionary and I am sure it will prove an invaluable source of reference for students and any general reader who is interested in both Chinese and Rwandan culture and language and has a mediating competency and proficiency of English. The dictionary has many basic entries that are also coupled with examples and comments that help the user to learn more in a concise and precise manner.

序言
国家汉办与基加利教育学院于2007年3月23日签署备忘录同意合作建立基加利教育学院孔子学院，后由重庆师范大学与基加利教育学院于2008年1月31日签署执行协议，至此，基加利教育学院孔子学院正式运行。这本词典便是合作的结晶。双方合作的主要内容是汉语及中国文化相关事宜，同时提供教学材料、培训汉语师资。基加利教育学院孔子学院在介绍推广中国语言文化的同时十分重视卢旺达本土文化，这也是文化交流的基本原则。任何人在学习一门外语和外国文化的同时都不能忘了自身的文化特性。这也是我们为什么要编写这样一本词典的初衷。
我相信这本词典是基加利教育学院孔子学院努力工作的结晶。它的作者们首次从根本上证明了文化是发展的基础这一基本道理。脱离文化的语言学习是不存在的，但通过研读这本词典，我们可以在民主教化下感受勇气与开拓。这本词典的作者来自基加利教育学院孔子学院合作双方院校的教师，他们有着丰富的教学经验和专业知识。我相信它是一本具有高度价值的词典，对学习中国及卢旺达语言文化的学生以及普通读者都有不可估量的作用，同时也有助于提高阅读者的英语水平。这本词典收录了大量基本词条，并且附有释义和例句，能帮助读者精确理解。
